Today, adopting crime prevention measures as one of the basic strategies for controlling and reducing crime has gained a special place in criminal policy; however, the weak role of these measures is still evident, both in legislative policy and in the practical practice of some countries, and this is despite the fact that this action has been approved and emphasized in various ways at the international level And sometimes the duty and commitment of governments is mentioned, However, the failure of governments in this regard is noteworthy from a criminal perspective. Therefore, the question that arises in this context is: in the event of a violation of the initial commitment to crime prevention, what is the guarantee of its implementation and how is the government required to fulfill this commitment? Accordingly, in this article, using library resources and a descriptive-analytical method, it is established that in some cases, simply by abandoning crime prevention, without the need to prove the occurrence or non-occurrence of a crime, the non-criminal responsibility of the state can be established in the International Court of Justice, and The Security Council will decide on the manner in which States are required to fulfill this obligation and take appropriate action.
