Traditional methods of interpreting the law usually limit themselves to conforming the text to formal and substantive legal principles and ignore the role of language in the reproduction of power. This article aims to introduce the capacities of Norman Fairclough's three-dimensional model in the analysis of legislative criminal policy and then apply it to the Law on the Protection of Corruption Reporters and its implementing regulations
This research was conducted with a descriptive-analytical approach. the background and theoretical foundations were reviewed, then the three levels of description, interpretation, and explanation were applied step by step to the law in question.
The findings show that the law has a lexical duality between discourse-oriented and authoritarian discourse. syntactic level, promises of support expressed in definite sentences and restrictions are expressed in indefinite and conditional sentences. The meeting of the Research Center showed that the "security-oriented" discourse prevails the "rights-oriented and transparency-oriented" discourse. The executive regulation has also intensified this duality in of the security-oriented discourse by giving points to the whistleblower and limiting the receiving institutions to five security institutions. At the level of explanation, the three dimensions of power, ideological (redefinition of the meaning of “support”), political (transforming citizens into informants), and economic (monopoly of budgets and hidden costs), were revealed.
As a result, what is implemented in this law as a real criminal policy is nothing more than “management corruption information risk under the exclusive supervision of security institutions.” Full support for the whistleblower does not make sense in practice.
