The aim of this study is to develop a proactive and reactive approach to adolescent drug use and related crimes from the perspective of experts in this field; the research method is qualitative; the statistical population included all available drug experts, preferably from addiction treatment centers in Bahar city, of whom 25 respondents were selected and coded through purposive sampling in addiction treatment centers in Bahar city; the data collection tool was a semi-structured interview (open questionnaire) and data analysis was carried out using qualitative content analysis (grounded theory and interpretive philosophy) and the analysis tool was also carried out with Max Quda. The findings, which were mainly the experience of experts in direct contact with drug users, showed that proactive and tolerant approaches cause a positive and effective response in preventing adolescents from using drugs and consequently reducing related crimes. Efficient and inefficient dimensions and components such as (type of behavioral, speech and family functions, social environment, relationships with friends and peers, availability of tobacco products) were identified as determining categories. The results of this study appear to be more specialized and more reliable in terms of validation due to the experience of experts in this field, as it proves the existence of multiple factors in the formation of adolescents' reactive behaviors in response to tolerance-oriented actions in order to prevent adolescents' tendency to drugs and related crimes.
