The following three challenges have been identified in this area: 1. Issuance of certain judicial decrees that are ineffective in rehabilitating offenders, 2. The limited effectiveness of rehabilitation measures, and 3. The lack of effective support for convicts after the completion of their imprisonment. Regardless of the advisory and recommendatory nature of the content in the document and the insufficiency of transformative solutions, objectives are communicated annually to executors in the form of operational programs. , and has analyzed strategies and solutions related to each challenge with a descriptive approach using library resources.
